Upgrade logging library

We kept the v0.17 of spdlog, the latest one is v1.18. I don't remember the reasons (maybe API was broken and nobody wanted to move to the new one). But it would be much more easy to move to the newest versions or even move to glog that is also used by ceres (so it is a dependency already installed).
