Implement use of ParamsSensorBase in class SensorBase

Currently SensorBase does not contain any ParamsSensorBase, nor its constructors admit any usage of the parameter server.

Adding ParamsSenorBase and the appropriate constructors using the server allows us to have this class in line with the rest of classes in WOLF.
